The FICC (Federazione Italiana de Circoli del Cinema) is the national federation of film culture with the largest number of members in Italy, where there are also eight other federations that organize cinematic activities to the organization of the public. In his seventy years of life and cultural activities, the number, distribution and the ideal location of the film societies has come transforming with changing historical conditions, social and political of our country. In our meeting we will retrace the fundamental stages of the history of the Federation, highlighting the characteristics of circles, the cultural work methodology, they spread throughout the country.

 

La FICC es la federación nacional de cultura cinematográfica con el mayor número de círculos en Italia, en donde hay también otras ocho federaciones que organizan actividades cinematográficas dedicadas a la organización del público. En sus setenta años de vida y actividades culturales, el número, la distribución y la ubicación ideal de los miembros asociados de la FICC, ha venido transformándose con las cambiantes condiciones históricas, sociales y políticas en Italia.

FILM SOCIETIES IN ITALY YESTERDAY, TODAY AND TOMORROW …?

An examination that will relate with what at the international level has developed as a result of the birth, again in 1947, the IFFS- International Federation of Film Societies. What has changed since World War II to today? A reflection that leads us to analyze the Film societies today, to overcome weaknesses and enhance the strengths, needed to work perfectly with today’s audiences, in the light of the new framework law on cinema and audiovisual, which strongly penalizes activities associations and non-profit structures like those of the FICC. Participate in the meeting of the national executive members of FICC, international delegates from IFFS and the various Regional Centres FICC, institutional representatives and other local and national cultural realities;

CINECLUBES EN ITALIA, AYER, HOY Y MAÑANA?

En nuestra reunión vamos a recorrer las etapas fundamentales de la historia de la Federación, destacando las características de los clubes y la metodología del trabajo cultural, que se extendió por todo el país. Un examen que se relacionará con lo que a nivel internacional se ha desarrollado como resultado del nacimiento, también en 1947, de la FICC/IFFS  (Federación Internacional de Cine Clubes). ¿Qué ha cambiado desde la Segunda Guerra Mundial hasta nuestros días? Una reflexión que nos lleva a analizar los Círculos del cine de hoy, superar las debilidades y potenciar las fortalezas necesarias para trabajar perfectamente con el público de hoy, a la luz de la nueva ley marco del cine y del audiovisual que penaliza fuertemente las asociaciones de actividades y no- Como las de la FICC. Participar en la reunión de los miembros ejecutivos nacionales de FICC, delegados internacionales de la IFSS y los diversos Centros Regionales FICC, representantes institucionales y otras realidades culturales locales y nacionales;

The THIRTY YEARS OF PAPER TABOR Focal point of the path of the International Federation and the Italian was the Congress of 1987, which was held in the city of Tábor in the former Czechoslovakia. It was during that meeting the many national federations, headed by Italian director Carlo Lizzani, which was drafted the Charter of the Public Rights, from a text proposed by the Italian delegates Filippo Maria De Sanctis and Fabio Masala. In it one could see clearly and precisely, the horizon and the cultural policy instruments of film societies in the world, the common sign of peace and universal access to artistic works, information and communication for every citizen. Deepening dedicated to Tábor Charter reconstruct the steps that led to the formalization of that cornerstone of cultural policy film industry in the world, illustrating the main aspects and the legacy in the following decades. It will also be an opportunity to assess the relevance and validity in the world of contemporary communication, dominated by speed and dall’incommensurabilità digital content that travels over the Internet. The delegates will participate in the work of the Working of the Sardinian Cinema, the regional centers of FICC and International Federations from IFFS.

FILM ASSOCIATIONS IN THE WORLD, FROM WORLD WAR II TO GLOBAL COMMUNICATION

This proposal is not only an occasion for study and analysis, but also a precious moment of encounter between different members of the International Federation come from various parts of the world and those of FICC Sardinian and Italian. This will be a useful comparison to know cultural realities cinematic associations between them so different and distant, as well as contextualize in an area specifically cultural ideals of peace, tolerance, solidarity and anti-racism that join the International Federation, symbolized by the icon that immediately after the second World war, Pablo Picasso designed for the IFFS: a dove with spread wings, which represented and still represents a sign of rejection of conflict and brutality of war. In this framework, the “Charter of the Public” rights is a bonding and a cultural ideal, as a point of reference for those who want to apply a “school of democracy” in all of film culture circles in Italy and in the world. During the section of the conference dedicated to the different national realities represented by IFFS. They will seek to deepen the changes and difficulties in culture of some countries, which are also affected by social and cultural upheavals of the last decade. They’re really Gone are the days of the complaints and of association bans in certain countries? And, in the other, the decline of the cinema is linked to specific issues, to new forms of censorship or self-censorship, or simply by widespread political and social commitment rejection? Participate in the meeting and will address these issues some international delegates from IFFS and representatives of local and national institutions; 18:30 Projection and discussion, according to the methodology practiced by FICC of Film, a film proposed by cultural operators form IFFS.

LA CARTA DE TABOR El punto en común entre  la Federación Internacional y la Federación italiana, fue durante el Congreso de 1987, que se celebró en la ciudad de Tábor en la antigua Checoslovaquia. Fue durante esa reunión a las numerosas federaciones nacionales, encabezadas por el director italiano Carlo Lizzani, que fue redactada la Carta de los Derechos Públicos, a partir de un texto propuesto por los delegados italianos Filippo Maria De Sanctis y Fabio Masala. En él se podía ver con claridad y precisión el horizonte y los instrumentos de política cultural de las Cine- comunidades en el mundo, signo común de paz y acceso universal a las obras artísticas, la información y la comunicación para todos los ciudadanos. Profundización dedicada a la Carta Tábor, permitirá reconstruir los pasos que llevaron a la formalización de esa piedra angular de la industria cinematográfica de la política cultural en el mundo, que ilustra los principales aspectos y el legado en las décadas siguientes. También será una oportunidad para evaluar la relevancia y validez en el mundo de la comunicación contemporánea, dominada por la velocidad e inmensidad del contenido digital que viaja a través de Internet. Los delegados participarán en la labor del Trabajo del Cine Sardo, los centros regionales de la F.I.C.C. y Federaciones Internacionales.

ASOCIACIONES DE CINE EN EL MUNDO, DESDE LA SEGUNDA GUERRA MUNDIAL A LA COMUNICACIÓN GLOBAL

Esta propuesta no es sólo una ocasión para el estudio y el análisis, sino también un precioso momento de encuentro entre diferentes miembros de la Federación Internacional procedentes de diversas partes del mundo y los de F.I.C.C. Sardo e italiana. Esta será una comparación útil para conocer las realidades culturales asociaciones cinematográficas entre ellas tan diferentes y lejanas, así como para contextualizar en un espacio ideales culturales de paz, tolerancia, solidaridad y antirracismo que se unan a la Federación Internacional, simbolizada por el icono que inmediatamente después de la Segunda guerra mundial, Pablo Picasso diseñó para la IFFS: una paloma con alas separadas, que representó y todavía representa una muestra del rechazo del conflicto y de la brutalidad de la guerra. En este marco, la Carta de los Derechos Públicos es un vínculo y un ideal cultural como punto de referencia para aquellos que quieran aplicar una “escuela de democracia” en todos los círculos cinematográficos de Italia y del mundo. Durante la sección de la conferencia dedicada a las diferentes realidades nacionales representadas en los países, se buscará profundizar en los cambios y las dificultades de la cultura de algunos países, que también están afectados por los trastornos sociales y culturales de la última década. ¿Realmente se han ido los días de las quejas y de las prohibiciones de asociación en algunos países? Y, en el otro, ¿la decadencia del cine está vinculada a temas específicos, a nuevas formas de censura, autocensura, o simplemente al rechazo generalizado del compromiso político y social? En la reunión se abordarán estas cuestiones con delegados internacionales y representantes de instituciones locales y nacionales.
